Congressional GOP Embrace President's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators floated a plan unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Consequences of Federal Closure

The impact on Americans from the longest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

President's Proposal from Golf Course

As weekend meeting got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic lawmakers shared alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of carriers by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of centrist lawmakers to end the shutdown in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the tax credits.

"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some observers suggested that the core of such a plan would remove the ACA's mandate that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to secure enough support in 2017.
